I would go with maybe extreme speed, aqua tail, and the two other dragon moves learns, besides dragon rage. Keep Extremespeed because it is the only Dratini that learns it. If it is male though you can breed it with a female Dratini and get baby Dratinis with Extremespeed. In the long run Waterfall is better than Aqua Tail You can post now and register later.
